Dr. Veeramani presents 19-point charter to the Chairman, National Commission for Backward Classes |

To
Hon’ble Justice Ram Surat Singh, Please permit us to bring to your kind attention and serious consideration the following demands for OBCs on behalf of our movement, Dravidar Kazhagam: 1. We demand constitutional amendment to enable every state to have the right to fix the quantum or the percentage of reservation for the socially and educationally disadvantaged classes. Particularly the unfavourable stand of the Supreme Court regarding 69 per cent of total reservation in Tamil Nadu should be overcome. The quantum of reservation for backward classes should be increased from the present 27 per cent. 2. The Other Backward Classes should have reservation in promotions also. 3. There should be reservations for Backward Classes in educational institutions, including in specialised Post Graduate courses and in learning high technology. There should be no exceptions in any branch and at any level. 4. Adequate representation should be given to the SC, ST, BCs, and women among the members of University Grants Commission, Union and State Public Service Commissions, and in selecting the University Vice-Chancellors. 5. The system of reservation should be adopted while selecting candidates for apprenticeship. 6. Reservations should be given in all departments without exception. In the judiciary reservation is necessary in higher judiciaty. 7. Reservation should be extended to the Private Sector also. 8. Applicataion of creamy layer being essentially an economic criterion meant to disqualify certain sections of OBCs from getting reservataion should altogether be given up. 9. The attempt to give reservation to the forward communities on the basis of economic criteria should be given up. 10. A Parliamentary Committee for Backward Classes should be set up. 11. The Backward Classes Commission should be given statutory powers. The Chairperson and members of the Commission should be appointed from among the Backward Classes. 12. The Central and State Governments should give statutory recognition to the Associations of the employees in various departments of the Government. 13. To enable the Backward Classes to progress in the economic field the Government should make provisions for financial assistance, cheap credit facilities, and all other necessary facilities. 14. As Staff Selection Commission conducts the examinations either in English or in Hindi, the SC, ST and BC candidates are very adversely affected. As in the case of I.A.S., I.P.S., etc., examinations, the Staff Selection Commission should allow the candidates to write the qualifying examinations in any of the languages mentioned in the Eighth Schedule of the Constitution. 15. Soon an Act will be passed by the Parliament making provision for 33 per cent reservation for women in the Parliament as well as in the State Legislatures. The Act should provide for internal reservation for women belonging to the SC, ST, BC and Minority Communities. The Government should remember that the status of women in Hindu religion is very low in the Varna Dharma scheme, and so it should pay special attention to make reservataion to the lower castes. 16. Orders should be passed to punish severely the bureaucrats who commit wrongs in the implementation of the policy of reservation. 17. The authorities should follow an easy procedure in granting caste certificates and at the same time, precautionary measures should be adopted to prevent the forward communities getting the certificates in a wrong way. 18. The retirement age of the Central Government employees raised to 60 years should again be reduced to 58 years. 19. Among the Mandal Commission recommendations, only the provision for reservation in employment opportunties is implemented. Other recommendations should also be implemented speedily. With regards.
